Smallville wasn't much of a origin story. By the end of the series Clark had fought all of his major villains anyway. What was left? By the end of the show Clark was Superman in all but name only. Most of the drama I felt watching the finale was "he's gonna put on the suit! He's finally gonna put on the suit!" Your mistake was believing the show was about Clark Kent. The real fans of Smallville all know who the real star and hero of the show was -

I actually really like the premise, but it sounds more like a parody YouTube series than a sitcom.

Can't they do a series about the shitter DC superheroes who never get any attention?
Play it up as comedy and call it "The Forgettables" or some shit like that.

A superhero show involving even the most loserest heroes would probably still require a lot of special effects and money to get made. From the way this sounds, one of the biggest appeals of this show to NBC would be that they could make it dirt cheap on a sitcom budget.
