Didn't count (the few) Superstars/Main Event wins
Had 2 DQ wins against Cena and Rollins resp.
Part of winner team in 2 or 3 different tag Matches (one of them the 8 man tag match a few weeks ago)
Only clean singles match win was against Rusev on July 16th Smackdown
Thoughts?

Avoiding a sustained push means he's spared the oh so brilliant ideas of WWE creative. Being the guy who loses but delivers a strong match might be the best role for him.

Cesaro was never really in line for a major push. They just built him up to feed him to Owens so that Owens could regain some momentum after losing not only the Cena feud, but losing the NXT Title and subsequent rematch.
Also there isn't anyone on he roster who WWE feels can take a loss to Cesaro without being hurt. And anyone for whom jobbing to Cesaro would be a step up is deemed not worthy of being on RAW and SmackDown to begin with.

Sounds about right.
I'll always be a fan of the guy, he's great in the ring in my view, looks great, and should be exactly the type of guy Vince loves (other than the whole "not being American" thing), but I'm not getting my hopes up that WWE will ever push him to the next level. His promo struggles really seem to be holding him back more than I thought and I hate that they appear to be unwilling to find a way to book around that, but it is what it is at this point.
The good thing is that some big name talent in the company love working with the dude so hopefully that will be enough for him to at least hold down a consistent spot on the main show for the next few years in the role of "a good little hand". I mean... I dunno.

He's going to have to get the Daniel Bryan 2013-2014 treatment in order to move up. Sure it started with the Cesaro Section but we need more of it.

He is one of the most over wrestlers on the roster and gets to wrestle great long matches every week on TV, so I don't really have a problem with him losing so often. I dont really like when people say 'wins and losses dont matter' but that is actually the case with most people on the current roster, including Cesaro. He could very easily show up on Raw next week, win one single match and become number one contender for the world title and every fan would take him seriously in the role. Dean Ambrose is the same. He seems to lose every week on Raw yet he is always involved in big storylines and even world title feuds

This is going to sound so confusing. Both one of the best uses of a midcarder I've ever seen and one the worst uses of a midcarder I've ever seen. Cesaro is a very very interesting case/situation.

Smackdown wins don't count, they mean that booking wasn't feeling the wrestler enough to win on RAW.
So he's had 0 wins.
Who would win between Cesaro and Neville? I'm thinking the power goes out in the arena or something. One thing is for sure though, the loser is getting super put over with a strong loss.

He is one of two to have a clean singles win over Rusev if my memory holds yet commentators don't even know about it nevermind put it over. They urinate themselves when Cena did it yet Cesaro does on SmackDown and f*** all is said.

He's on TV consistently and has some great matches, no complaints here. I wish he would get more of a push but there is nothing wrong with where he is at.

Eh. Cesaro's this weird catch 22 for me where I agree they've badly bungled him at various points and should have been pushing him much harder the past couple of years than they have, but I'm not that bothered by it because I don't personally enjoy him, like, at all.

Cesaro's right where he should be. The man's a beast, he's constantly putting on good matches and he makes other guys look good in the process. He's in the Mr Perfect role and honestly, that's where he ought to be.
Dean Ambrose? He's kinda where he ought to be too. Well, minus the whole jobbing to a laptop thing.
