The time circuits were malfunctioning. That's why Doc was sent back to 1885. So it's possible Biff got into the Delorean, starting pissing around with the controls, and brought up 1955.

my biggest gripe is why did they have to go back to that exact day if Biff didn't use the book until his 18th birthday? Why not just go back the next day and not have to deal with another Marty running around, some complicated school dance, and a huge storm? Wasn't That day in 1955 already programed in the Delorean? So he didn't really need to figure out too much I meant Doc and Marty. They could have gone back to the next day, waited for Biff to leave his house and grab the book. They wouldn't have had to worry about Marty running into himself and the DeLorean would have never been hit by lightning and sent Doc back to 1885.

I know if I got something like that I'd memorize a couple of Super Bowl winners almost immediately just in case (granted there was no Super Bowl in 1955 but still). All Biff would need to do is make a handful of big bets and use the winnings bankroll things.

Biff got smarter as he got older. He seems pretty sharp in the scene where he explains to young Biff how to use the almanac and what to do if a crazy old scientist or punk kid came sniffing around asking questions about it.
