By "worst overall performer" I assume you mean the person who was worse at their intended skill? Like, for regular wrestlers, they would be the worst at actual wrestling, managers bad at managing, commentators bad at commentating, etc. I ask that because I want to say The Brooklyn Brawler. I say he deserves to be a Hall of Famer because he was a WWF icon in his own right who deserves to be remembered. But he wasn't much of a wrestler or talker, but he WAS good at jobbing. WHICH was his intent all along. So was he the worst? Actually you could make the case that he was the BEST jobber. As for wrestlers, I maintain that they should put as many former World Champions as possible. So that brings up, just to name a few, Jack Swagger, The Miz and The Great Khali. Although I don't know if any of them should be in the Hall of Fame, but I kind of want to make a case for Miz, since he has a good amount of charisma and the fact that he made it to the top of pro wrestling despite starting out on a reality show. But he wasn't much of a wrestler. So this is a tough one for me, but if I had to choose now, I choose Miz.

If James Dudley is in, literally anyone that has ever been in the wrestling business can be inducted. There is no lower limit.

I'm not sure the Brooklyn Brawler does actually deserve it.
A lot of people sare saying former WWF Champions, but they deserve it for that accolade alone. Yokozuna more than derserves it having a very long championship reign and techincally having four WWF Championship matches at Wrestlemania.
I'm thinking someone like Grand Master Sexy or Marty Jannetty?
Both part of memorable tag teams that could get them inducted but I don't think you can get much lower and still induct them with a straight face.

Miss Elizabeth is a lock at some point, even though she only had a few gimmick matches in WCW that were mainly catfights. Other women I could see going in, Sable, Debra, Torrie Wilson and Stacy Keibler.
Shane McMahon probably deserves to go in but since he's family it might not happen.
I could name a lot of big giant guys, but the majority did their jobs as being big and unstoppable (hurr Big Show and Kane suck becuz they don't do flips!), but yeah I could see Khali going in or even a Big Daddy or Giant Haystacks for international appeal.
