He was mostly just a host and interviewer. I've heard Hayes describe the gimmick as just an excited announcer who likes pop culture from the past.

I'll always love his ad-libbed promo where he heard the Hart Foundation behind a closed door (I think that's what it's from), where he's cutting the most overexcited recap of what he just saw to the announcers.

Yeah, he described it as "a man stuck in the 80s" on one of the episodes of Legends of Wrestling. Kind of a weird idea for Hayes, really. Not sure why they had him do a gimmick that was just a bit more milquetoast than his usual persona.
