Hardly seems controversial.
However If you were forced to jump off the towers and was given a first person VR view of your body hurtling towards the ground and is then shown what happens when it goes splat, and after that we get to see a shot of your mangled remains on the pavement then sure that would be controversial exploitative and extremely inappropriate.
Otherwise its just seems like a typical walking simulator that just happens to based around a tragic historical event.

I still think that the most controversial game was the Columbine Massacre RPG. It was some heavy shit.

Slightly off topic but this thread reminds me of one of my favourite games, Valiant Hearts: The Great War. It came out last year I think and depicts certain events of World War 1 but centres around a family and their experiences. It's beautiful and genius as it is presented in a cartoony way but still hits home the horror of those times. I also learnt more about the war from that game than I ever did at school.
