Neville went from being NXT Champion to barely used midcarder in a matter of months so I'd say him.

He's still better off than Adam Rose, Bo Dallas or Emma. Neville has had stuff going on at least and is treated as a guy who can hang with the midcard on RAW. It's a hell of a lot better than what the above have had. But none of the above, with the possible exception of Emma for the divas division, were probably going to be featured stars on the main roster. Neville honestly was and can be a big deal and their refusal to do much with him will be a shame if it continues. Realistically, his best bet was being the next Evan Bourne. Honestly, I think he's been punching above his weight in that regard.

I just think all the options, minus the women, were destined for the lower-card too and they're meeting that expectation more or less. Hell, as it was said, Bo has turned the more charismatic and able Slater completely useless in WWE's eyes.

Adam Rose.
He played the Leo Kruger wildman character really well and could of easily joined the Wyatts. He was made Adam Rose which seemed fun for about 5 mins and is literally a walking "roster cut" right now.

He's an incredible performer and immediately got over, then they had him start losing every match. This has happened with so often the last few years, where people get hot and WWE goes out of their way to cool them off. Baffling.

I have to go with Bo because they barely use him, even as a lower-carder there's all sorts of things he could have been doing:
Have Mason Ryan as his bodyguard and rename him Bo-tista, a face can call them little Bo peep and his sheep.
Get Swagger to bo-leive in his mantra Loose his own self bo-leif Ride a Bo-Ped and form a scooter gang
Make comically over the top threats with his non-threatening voice Boast about taking down Brock Lesnar Boast about being responsible for the success of NXT, maybe even in a stable with The Ascension, Rose and Emma
OK maybe not the best ideas but they have a whole team of writers, surely somebody can give him some direction.

Emma for the simple fact that they sent her back to NXT since they had nothing for her and had to come up with a new character with her despite being one of the top Diva's and most ready for the main roster NXT during her original run. Plus you know being fired for shoplifting an Iphone Case at Walmart and getting rehired a few hours later.

Adam Rose didn't really even get an NXT run...
he had like two appearances on TV before the raw Vignettes started...
Even then they debuted him and did f*** all with him until like October when they started the Bunny storyline that wouldn't end...and he debuted in APRIL.

I don't see how one could think Bo Dallas has had a worse run than Adam Rose. Bo still has his will to live, had a segment with Sting, got a decent push for a few months, and wrestles on Smackdown once in a while. Adam Rose's main roster run is one of the most depressing things I've seen in wrestling, taking out things like career-ending injuries and death of course. Thing is Adam Rose 1), wasn't in NXT (in that form) for very long anyway and didn't have anything close to the level of success there Bo did, and 2), is just kind of shitty anyway. I mean, the writing has done him absolutely no favors at any point and I do feel some sympathy for the guy, but I'd be hardpressed to name a single thing he does particularly well or a reason why he should be on TV. Don't you mean kind of poopy?

I can't believe no one has said anything about the Ascension yet. Everyone else had a nice little honeymoon period on the main roster. Ascension went from a year of being World destroyers to total laughing stocks from literally the second they appeared on Raw.

I would say Emma has had the worst run mainly because of the fact that she's now back in NXT after being regarded as someone with decent potential when she was called up to the main roster a few years ago.
Adam Rose has also had a poor run but he's a marginal talent well into his 30's with a dumb gimmick so he didn't have much upside to begin with. He's fortunate just to have a job and still be on the main roster at this point.
Ascension have been booked liked jokes for the most part but have kind of found their niche as Stardust's henchmen and have surprisingly been given several decent PPV showings this year.
Bo Dallas is the most underutilized of the group in that unlike Rose and Ascension, he's someone with upside who could be easily be featured in more prominent role but isn't. He's only 25 and even though he's very average as a worker, he has a great gimmick and is a good obnoxious heel. Even though he's a jobber now he's not in worse position as he still gets decent mic time and gets wins on the C shows over the Zack Ryder's and Fandango's of the world before he gets squashed on the main shows by the faces that matter. Like someone posted earlier they like him but they like him in Heath Slater way, in that he's an entertaining heel jobber that they use to get beat up by the faces. It's not a terrible job to have as they always have room on the roster for guys like that and it gives you good job security as Slater has been on the roster for quite a while, but you're never going to a star of any kind in that role.
Summer Rae has had a pretty up and down run but I would still say she has had the best career by a good margin of the people listed. Heel valet is the best role for her as she's always been very effective in that role whether it be with Fandango, Rusev, or now Tyler Breeze. Now that they've seemed to finally figure that out, she's had the best stretch of her career over the last few months as far as TV time and focus goes. When they tried to make her a wrestler she struggled and went through long times of doing nothing, making appearances only when they needed someone to put over a face diva like AJ or Paige. The Divas Revolution in a way was the best thing to happen to her as it forced them to put her back in the role she was more suited for due them knowing that there was no way she would be able hang in the ring with the new call ups.

Bo I think is OK. Ever since he since he transitioned from White Meat to Forced Meme and then 2000 Kurt Angle, he's been great, but I think they're just waiting for something to DO with him.
Adam Rose however, is so dead Rasputin looks at him and thinks "This is an ex-parrot"
I'm GLAD he's injured right now, I have a phobia of poop so when I heard hi new gimmick is shit jokes, I made a note to mute any promo for the forseeable.

Made worse was the fact JBL participated in a gang beatdown. I really wonder about "creative".

While Bo is not a contender for anything he does have a decent role and plays it well.
Not every wrestler has to be a top guy. Sometime you just gotta be the guy who walks into a random situation and says "Damn".
However Adam Rose was in an angle about humping bunnies, that got dropped.
HUMPING BUNNIES!

Konner, he's been in developmental for years and gets badly exposed in matches that last longer than 5 minutes, a big reason for the Ascension's failure although I hope their run as Stardusts henchmen lasts a while as a visual they make a cool old fashioned trio. But once that run ends and they break up Konners in trouble.
Victor is alright, can see him getting repackaged as a Wyatt somewhere along the line.
