That, and the IC title didn't really need a credibility boost during that period. In the mid-90s, you had Shamrock, Rock, Austin, Triple H, Jarrett, D'lo, etc, competing for it as a big prize, and in 2000, you had Angle, Jericho, Rikishi, and Benoit. It tended to be treated as a fairly big deal up until a little later than that.

I liked Norton.
Not much of a personality, but he made that work for rather than against him. He was just a stern, mean big guy. It was fine.
Would have loved to see him as the straight man in a Head Cheese type situation at some point. I don't count Vicious and Delicious. That was different.

I see a lot of people describing Norton as "not much personality" but then saying he was intense, mean, no-nonsense, etc. Aren't those personality traits? IMO Norton had as much personality as anyone else.

I don't know why Vince didn't have interest in bringing him in anytime between 1995-2001. He fits the "hoss" mentality down to a tee. Putting him in the IC scene anytime between 1995 and 2001 would give it instant credibility. Both NJPW and WCW were very hot for most of that time period. I'm sure Norton was making way more money than someone in the IC title scene. Remember, WWE didn't always have 100x the resources of every other wrestling promotion combined. Yeah, I heard that Norton was making a ton of money in WCW. Ric Flair claims that Norton was making more money than he was. Norton was good friends with Eric Bichoff, so I guess that is why he was able to make the amount of money he got.
