Is there a veteran who can come in be sort of a mentor/veteran/steady hand in the ring? Someone with credibility.
This person has to have time to be a full timer, so not a Batista or Rock, and get keep up with the younger guys on the roster.
Finley came back at 48, so this superstar can't be too old.
So who's out there that could be Fit Finley 2016?

Lance Storm would be alright IMO. Dude's great in-ring, still in decent shape & didn't have any injuries that would prevent him from doing so. Would be a good fit in NXT, just turning up to school f***ers, maybe feud with Breeze.

You say that as if Finlay wasn't one of the best in ring workers back in 2006 at damn near age 50 I hope Tajiri comes back. He's been working indies lately and left the WWE on good terms.

I think the difference is in the level of popularity of the person in question. Whatever level of nostalgia Finlay had when he first came back to the roster full-time is absolutely nothing like pulling a Rock or a Mankind off the shelf. I just want someone in the Genichiro Tenryu role of a stiff, grumpy old veteran that beats up mid-card and lower-card heels and is useful in multi-man matches but doesn't necessarily aspire to the top of the card.
