All of them. JCP had the best working tag division in the world. If Ole and Arn were on the list, I would have voted for them.
Uncle Ivan and his partners may have had a challenging time facing Hogan et al, due to their smaller stature...even Nikita....but I still think they would have done okay.

I'd have loved to have seen the Midnight Express (either version) vs. the Hart Foundation.
The Rock n' Roll Express would have run up against the Rockers. The latter would probably get the Demolition treatment.

Since they aren't on the list I'll say the Russians. They would of been good fodder for Hulk and SNME. It could of been a few month fued with Hulk going through them 1 by 1, do a tag match with Hacksaw or someone patriotic like that.

Michaels might still become the Heartbreak Kid, and Jannetty would be given a new gimmick entirely. Not sure his career would thrive if that happened.

Rock N' Roll Express signs with the WWF, thus The Rockers are never signed to be their WWF equivalents. No Michaels in WWF means no Rockers breakup, which means no singles push, which means no consolidating backstage power with The Kliq, which means no in for Triple H to gain backstage power, which probably means no Reign Of Terror, no marrying into the McMahons, no Authority, no NXT... Just boggles the mind. So next time you're sick of that guy with the shovel, remember... It's all Bobby Eaton's fault for not signing on the dotted line.

If he got the Rock 'n' Roll Express I don't see him signing the Midnight Rockers at all, they'd end up in WCW in the early 90s, being quietly broken up to give Scotty Flamingo and Bryan Pillman two more guys who can go to work with. Marty would be one of those guys fired without fanfare, ending up as a journeyman in places like SMW and the USWA, occasionally jobbing in the WWF with some horrible misspelling of his name like Martin Janet. Shawn would have gotten a slot in the WWF eventually, based on his ring work, the difference is that he would have spent the early 91-94 period not being coddled, in WCW he would have to deal with people who would slap him if he pulled BS like screaming at them in the ring, if people would stand up to Vader, he'd have stood no chance. He'd have seen the writing on the wall for younger talent and ended up parachuted in as a cocky heel, winning the IC belt from Tatanka, on his way to feud with Razor.
