I personally don't think so. I used to look at him as an unlikable Budnick type (Salute Your Shorts reference), but now it seems as though a lot of people cheer and those that don't...almost want to. I'd love to see him come out one of these days and actually deliver on one if his promos.
If I was WWE, i'd be willing to let him "luck" into a Andre the Giant Memorial Battle Royal win at Mania and let him roll from there. By luck I mean he literally had nothing to do with winning, he just happened to win because he was recovering in a corner while the other two guys left eliminated each other at the same time. After that, he'd luck into a couple more wins (with the help of the rest of the Social Outcasts) and earn an IC/US title shot where he actually competes and nearly gets the win before losing it. Let him compete as a legit threat for another couple months before earning another title shot and actually winning it this time.
May be a long shot, but I like him...he's worth it.

I don't care if the Social Outcasts are a job squad at the moment, let them have skits and mic time like last week's amazing Bo Rida segment. That's the kind of thing that made the lowcard feel important during the Attitude Era.

I think Heath is safe for a while. They had him work with all the legends way back when. He makes other people look good and is surprisingly over.
Plus when he saw a dude yelling at his sister/girlfriend in Swerved he was quite ready to kick the guy's ass. He's got face pops from me for life.

Heath Slater is bulletproof, though. He takes a beating every week and then comes out the next week like he could beat Austin's ass. He works a light schedule, is getting on Raw every week with an entertaining skit..there are guys in the same company who would kill to have Slater's "lost cause."

Whenever people make those release prediction threads they'll always include guys like Slater, you won't get released for having the lowest win/loss record, if that were the case we would probably still have Mason Ryan employed and Slater has done much more memorable things in his tenure.
Basically Slater has a position on the card, he will only be overthrown by another punchable, over-the-top jobber heel.

Heaths role is to be a comic relief heel jobber. That role on the card has existed since the beginning of time. Hell that role had been in all kinds of fiction since the beginning of time. Heath is safe unless unless he gets old or runs out of material or does a fireable offense or injured or replaced by someone better.
Plus Heath Slater knows his role so well, can sell a beating from an old time legend or celeb and still look credible it's amazing. On top of that he's regarded as one of the safest workers that he's one of the few to be trusted with crippled legends or celebs
