And by 'bad finisher' I mean finishing moves that are generally unpopular or considered to be underwhelming.
For instance, Mil Muertes in Lucha Underground is the first person I've seen to make the Flatliner look like death. So much of it could just be body language and how he carries himself, but there's such an impact and force behind the Flatliners that he does that I don't think I've seen when other people have used it.

It's the psychology and the sell on both sides. The warrior splash is lame as hell but in his character and his set up, it popped the crowd Every time. Raven would hit you with every object within the vicinity of the ring and for a finish used a DDT. That finish with anyone else is the biggest move in a match. With Raven's set up, psychology and it's use, it is the finanility that approximates death. "Jesus he hit him with a telephone pole, a staple gun, a chair and a curling iron....holy crap he tried to paralyze him with a DDT!" Now take any Indy brawler who hits a guy with everything near ringside as just violent spots, absent of his character's psychology, then he hits his finish some version of the vertebreaker with a power bomb at the end. Did it pop the crowd? Some of those spots likely did. But he hit so many that even his finish was diminished because of lack of coherent psychology from the worker. So the answer to the OP is lots of guys...who knew their craft

Junkyard Dog and his "Big Thump" powerslam was nothing spectacular, but JYD's offense made it work.
Pick up a guy for a bodyslam, raise a leg, then just fall forward. It works when you're 275 pounds.

Rick Rude made a simple neckbreaker look like it could cripple a man. It was the methodical, twisting set-up followed by the quick snap at the end that sold it.

I know he was slow and fairly out of shape, but I could watch JBL wail on people all day. If you're gonna emulate your style around another wrestler, you can't go wrong with Stan Hansen.

Definitely Mankind's Mandible Claw. I always thought that move was so stupid looking and hokey. I never understood why no one just bit his fingers or just wail away on his face with punches or devastate his body with kicks, but dog gone it, Mick made that thing work! Didn't hurt that none of the other wrestlers seemed to have any problem with selling it. I've done a weak form of it to myself, and yeah, I could see where it would friggin' hurt if done right.

Under normal circumstances a thumb to the throat is just stupid. But Umaga made it look like he could literally separate your head from your body with that thumb.

Yeah, I think it's pretty difficult to top this one. The Rock with an elbow drop or Scotty 2 Hotty with a karate chop to the throat seem pretty close. And even they get beat by Ox Baker and "a punch".

Really though? Hansen legitimately hurt people with his moveset as he was half blind, JBL legitimately hurt people like the Blue Meanie because he's a sack of crap and just felt like it. Neither are laudable in a sport that's meant to be about protecting the guy you're working with.
