This should be mentioned at the start of RAW Monday and Vince forces him to defend it in that very ring. Assuming The Wyatts screw Lesnar on Sunday we get Lesnar vs Triple H on RAW. That would keep more people to stick around for hour 3.

I hate how f***ing off and on they are about this. Even if he defended it in a really good Raw match I'd be content. It is such bullshit that some people are champs and have to defend it often and the part-timers simply hold it until whatever show they feel like holding it on. It devalues the title for me. By all rights he should have a match at Fast Lane. I don't even care against who, and he doesn't have to go out and kill himself to put on a classic. Just do it.

It does kinda make sense here because you could go by the logic that since HHH is the boss, he can just ignore the rule and keep himself as champion. He's only defending at Mania because he thinks it's best for business that the belt be defended on the biggest show of the year.
That said, I agree, I don't like how they are going about it. I don't think they've even mentioned this on TV which is weird considering how heavily they used to follow the rule. Obviously, you had weird stuff like Trish disappearing with the Women's title but by and large, they followed it. Especially with the world title. Kinda makes the belt look like a joke, honestly.

They haven't bothered with the 30 day rule in years. As long as you're not missing months of ring time (like Bryan), they keep the belt on you. They've even addressed it on TV with both Dolph and Bryan.

Just he was hurt and they wanted him healthy to defend the title. Might have been from Del Rio since he was the face in the feud (at the time), though.
