I say that as a genuine fan of the guy, but great matches aside, he really is arguably the most tame and vanilla guy on the roster. It's always an "honour" to fight someone. He'll do his best for the NXT Universe. He is devoid of an actual personality.
He can only work with what he's got, and right now all Balor is is a guy who dresses like a demon for main event matches.
I can't wait for the Bullet Club to come and hopefully bring some personality into Balor, cos it's the one major chink in his armour.

I don't mind the ultra-babyface act because it should make those times he gets pissed so much more. When he gets mad he should be almost unstoppable but when you bring out the Demon you should fear for your safety. Right now they do none of that. Like they've half-assed it with him.

I'm glad they've not tried to make him some corny joke teller, but it's like "he's a good wrestler, and every three months he'll put on face paint and crawl to the ring. That's all you need."

He just doesn't seem to have a whole lot of passion in his promos right now. He just says things in as much of a matter of fact like way as you can get. It might help if he could emote more, and maybe show some real fire behind his words, ala Sami Zayn.
Even the whole Demon thing feels more like a formality than something special right now.

He really is. His entire gimmick is, "Likes to wear paint and they tell you how much more violent he is with it on when he isn't," and never really seen any matches of his I've liked that much.

I like him as a cocky heel, he did that fairly well in Japan when you aren't really required to do that much. As a face he really hasn't been fleshed out and I'm not sure the demon stuff fits it.

I agree that he's vanilla and bland, but I actually do like him in that role of soft-spoken guy who does his talking in the ring. Ideally, I want to see him keep his lower key persona, but with a dash of arrogance and...sort of a fanciness about him. Like a taste for expensive things, seeing himself as very classy. Some elements of James Bond I guess, a dashing leading man type.

I don't think he's 100% comfortable in his own skin at NXT yet. He's a great worker, but I think between him trying to soak in what he's being taught in NXT and carry the brand as a face champion at the same time... it's making him play things too safe. I remember that in a doc about NXT becoming NXT, one of the memorable anecdotes Hunter told was how overwhelmed Balor was at first when he was confronted with the "spectacle" WWE brings to the art of wrestling.
Balor does have a personality; he's got a good cheeky sense of humor and good non-verbal performance skills. And I think he is starting to get more comfortable (it seems like he's doing the post-event in-ring speeches at live events), but promos definitely need to be his focus. The backstage ones where he's "looking off" aka reading are not going to cut it. I think he's being a good company guy by doing his best with the direction he's been given. However, I think he needs to push back a little and insist on more organic promos and character traits. It's obvious that Hunter and Regal love him and want him to succeed, so I think they would be onboard with it.
I think Balor will get there. I think the NXT brass are just being very careful with him, because they know his potential on the main roster. They know that if he's not 100% seasoned when he gets called up, he could get lost in the shuffle on RAW. A heel turn to add some spice to his persona will definitely help, but at the end of the day, Balor himself will need to be the one that puts it all together to get to the next level.

He's fine. Nothing particularly exciting or interesting about him, but he's got credibility as the champ, and he's still learning how to be a star in the WWE. I'm not quite sure what it is he needs, because I don't see him as a Sami Zayn type babyface, nor as a John Cena type. He'll have to find his niche, and I think that'll be somewhere closer to Bret Hart in terms of being a fighting champ who respects his opponents.
One of the things I love about NXT is being able to watch guys grow and develop and find their strengths, week by week. A few months ago, no one cared about Jason Jordan. He was a bland, physically impressive looking enhancement guy. Now, just look how he's grown since they figured out what to do with him and put him with someone to play off.
