I think we're past the point of no return with Roman.
If you turn him heel with the intent of turning people's opinions around on him, they're just going to react with "WE SEE THROUGH THIS BULLSHIT, STOP TRYING TO MAKE HIM A THING! WE'RE NOT GOING TO ALLOW A HEEL TURN TO REDEEM HIM! YOU CAN'T FOOL US, VINCE!"
Turning him heel would at least partially restore the operative flow of angles and such, though.
He's still pretty much permanently damaged goods for as long as he stays in WWE.
The only thing that's going to re-habilitate his image is a Tabula Rasa in a completely different company (likely in Japan, since LOLTNA wouldn't do any better with him), under a completely different booking team.

You know, nearly every successful babyface I can think of spent time as a heel early in their career, developing their personality and working on their craft. Austin, Rock, Bret Hart, Shawn Michaels, Cena, even Hogan. I would imagine that everyone at the company except Vince is aware of this, and recognises the need to let Roman take that same journey.
And no one can tell me that Roman doesn't have more than ample fuel by now to want to turn on the fans and telling them exactly what he thinks of them.

Agree with everyone that he needs to go heel first.
This could be booked so well at Mania - Triple H on the verge of winning, but Vince screws him over. Turn Triple H into the face that he obviously wants to be, Roman can be Vince's guy. The power hungry septuganarian that won't relinquish control...

Roman was a heel for the first 18 months he was on the roster. I wouldn't consider his role in The Shield being any real experience at being a heel. It consisted of him being the silent bad ass that wrecked shit, and not much more. He barely ever had to cut a promo, and his shortcomings were hidden by two remarkably talented workers.

Has there ever been a bigger blunder than this failure? I think they should just cut their losses now and quit while they're ahead. Out of all the Shield members who should have been the choice for top baby face it should have been Rollins. Who knows?...maybe if they would have done that things would have worked out much differently. Reigns just isn't good. Come on now...watch his matches. 99.9% are punches. How many jumping punches can he throw in one match?
That and he doesn't even have a cool factor to him. He comes off as a big lumbering goof. John Cena had a cool factor to him all those years ago. Roman Reigns looks like a goof who raided Big Bossman's wardrobe and has no mic abilities or flair to him. He's pushed because McMahon thinks he's pretty.
It's going to take more than a heel turn to salvage him.
