I think it would be really cool, I know it would run into problems financially but it'd be nice to have a shakeup every couple of months. My ideal schedule would be:
May-August: Raw season September-December: Smackdown season Jan-April: Wrestlemania season, with both brands taking place.

I'd like to see more time off for the talent but it they can't be taken off TV entirely. It would wreck havoc on the booking. What if a red hot feud between AJ Styles and Kevin Owens had to be stopped suddenly because it was time for Owens time off? And what about champions? Do thier titles not get defended while they are out? Plus there are several wrestlers the WWE can't afford to keep off TV no matter what time of year it is.
Instead, I favor what some have already suggested, at certain points of the year certain wrestlers would work reduced schedules rather than be taken out entirely. For instance certain wrestlers can work on the PPVs and Raw or Smackdown but not both. They would only have to work once (or twice if there's a PPV) a week. And some weeks they could just cut a promo rather than wrestle at all. And absolutely no house shows.
This way the talent gets more time off while still being available for what the WWE has planned.

It would hugely benefit the roster but it would involve pretty much restructring how they do things from the ground up and that would be a hell of a hassle and would no doubt create more problems than they could possible deal with.

Yes... I think they should.
I think wwe has built up such a name for them selves it really doesn't matter who is in the spots as long as the production values, and story telling remain the same.

I say there should be a period where WWE has no house shows and focuses only on TV. The house shows are where most of the non main eventers make any of their money.

There aren't any benefits from an off-season. None. Even with the ebbs and flows of WWE's popularity, it has to stay consistent to keep those still watching interested. You give them a break, they'll move on to other things. It's not like "real" sports where's there a real ranking system and final championship game, with the entire thing being more or less set back to zero when the new season starts. I agree with that. I think that for some people, watching wrestling on mondays is something like an habit or a light addiction. But with a few weeks or a month off, they would just forget about it and not tune back. That's why if there was an off season, they should make 2 or 3 special Raws like a "best moments of the year" show, tease the new season or make a "trade season" between brands etc to keep wrestling on TV and keep people's interest alive.
