Since I feel like the talent is actually pretty solid right now and just isn't be used correctly, I'd get Vince McMahon from 1985, when his finger really was on the pulse of what people wanted. That Vince was willing to change and do the right thing with his product.
Other than that I'd probably get Ted Turner from 1985, when he still had the vision and power to make a separate wrestling company.
For talent I think that taking JR (1998) for the announce table would be a huge plus. For an actual in ring talent I'd take 1994 Bret Hart, he'd have some incredible matches in this era.

When did Rude feud with Savage? I don't think they ever had a match. I seem to remember them feuding in Memphis a bit, but I could be wrong.

I would use the time machine to go into the futue and get the next generation of incredible talent years before anyone knew they existed, even their own potential parents.
Then Vince McMahon would repackage them as Tekno Team 2100, and they'd be squashed by Roman Reigns.
