I know this crops up from time to time, but thanks to watching the network I can't help but think Ken Shamrock was a huge missed opportunity. The guy may not have been the best promo, but just his ring work was enough. Plus with his background going into WWE when up against WCW, he would have added further prestige to the belt by being World Champion. I know some of the other choices you'll come up with, but I'm still keen to hear!

Ken Shamrock could have been a decent interm champion if Bret didn't wanna lose to Shawn in Montreal. The only thing is when. Maybe two weeks before Survivor Series. Shawn could get the belt back at the DX PPV.
IMHO, Shamrock getting hosed by that reverse decision at WM XIV killed his momentum. Yeah, he'd win KOTR later that year, but his IC title win was in a tournament.

I agree on Shamrock. A quick reign in late 97 would've been perfect, and it would've saved a hell of a lot of trouble. They just really really wanted Shawn over Bret, and they probably already planned to next transition to Austin as well.

The two biggest ones are Piper and Perfect.
If he would have stuck around longer, Lashley would have eventually grown into the role.

While not the biggest omissions, Rick Rude and Wade Barrett certainly have to be up there. Both had the talent and could have easily held the gold.

Honestly, Kofi in 2009. That big push he got against Orton was gold for the few weeks they let it run and he could've been a huge champion in a time when they needed new stars.
