I mean, the World Title is very important and should be headlining the show....
BUT Undertaker's career AND control of the company is on the line in Hell in a Cell......

I love a Shane O Mac plunderf*** as much as the next brah but he shouldn't even main event a B-show in Sark, never mind a Mania.

Neither.
Both feuds are missing a pulse.
Might as well let the women's triple threat match headline and give them 30 minutes to steal the show.

Based on how the crowd has reacted, they have no choice but to put Shane/Taker on last. Considering how apathetic the crowd is to Reigns/HHH, it wouldn't surprise me, if people left early just so they could beat traffic.

Lesnar / Ambrose.
Of those, though, I think Shane / Taker. At least it has actual ramifications. What's the point of putting the title in the main event because it's tradition when there've been a lot of years it hasn't been in the main event, and when nobody gives a flying f*** about the match or the result? There's zero reason for Reigns / Triple H to go on last unless you just want to give people an excuse to turn the show off early.

Shane/Taker should main event because it's going to be an absolute spot fest that drains the crowd.

Ambrose and Lesnar should be both the title match and the main event.

Shane/Taker HIAC. There's higher stakes involved and you have to figure it will get the better crowd reaction, if they place any value in the "going off on a positive note" idea. Only thing is I'm not sure how positive that note will be considering in the view of most fans there's a downside to either of them winning.
What I think happens is the title match is the main event and they soldier on the best they can despite what they have to figure the reaction is going to be, and they'll find a way to end the show with something that gets the crowd buzzing. What I figure is either someone unexpected helps Reigns cheat to get the win and we get a new heel alliance, The Rock helps fight off interference for Reigns to get the win only for The Rock to get speared and the heel turn cemented, or there's no heel turn but Cena's music hits and we end it with a staredown between those two building to a program down the line.

I cannot remotely see them doing a Cena / Reigns match any time soon if they want to keep Reigns a face. Smarks respect Cena more than him so they'd be backing him and casual ones have a lot more of a longterm attachment to Cena and a better idea of who he is so they'll be behind him too.

Title match. HIAC is lose/lose for the fans and the title match in theory is set up for the fans to cheer. I don't think the want the same feeling as the Streak being broken ending the show and they can always work the person who wins control of RAW into the title match to maybe end the night on an up note.

Shane and Taker, easily.
Feels like a once in a lifetime spectacle and I expect the fans will treat it as such. Anything that goes on after it is dead in the water.

Triple H vs. Reigns, for the sheer fact that they need to lie in the bed they've made for themselves. To move it down the card is a cop-out. Let Triple H vs. Reigns headline to a disastrous crowd response.

The WWE Title match should be the main event. That championship is supposed to be the top prize in the industry.
This WWE Title match has no business being a main event.

Shane and Taker has more on the line. If Taker wins HHH keeps his job and that's more important than the title. If Shane wins HHH loses his job and the heel is only defending the title to keep his job.
In a Russoriffic swerve that makes sense. HHH loses the title, but helps Shane win and Steph kicks Vince in the balls while they fire him. It's a shitty ending but it makes sense actually. That Shane is nothing more than a politician on a power hungry campaign trail.
