In terms of revenue, Booker. Like was mentioned, they had to spend additional money on a title just to get him to stop complaining about not having one. He was only hanging around for a paycheck and it showed, much like quite a few folks during that time period.
In terms of everything else, RVD easily. The stupid debut (Sting was rehabbing from shoulder surgery and Hogan missed his cue), the stupid booking, the halfassing, that infamous interview where he said he wouldn't drop the title to anyone who didn't wrestle during the Attitude Era...

I'd say RVD in terms of investment. With Booker T, you were essentially hiring a whiny prima donna whom you had to cater in a vain attempt to make him tolerable, but they weren't planning on doing anything big with him. With RVD, you had him win the belt on his first night in... unannounced and without any build! No it was few months after his debut remember he debuted beat Heel Sting then Sting murdered him for a half hour. Really? I could've sworn his random beating of AJ Styles for the heavyweight title came before the gallant efforts of Bubba the Love Sponge trying to stop Heel Sting.

Booker T used TNA for a paycheck and ego boost like a number of former WWE/WCW/ECW alumni. So did RVD. Both half assed it and did whatever they wanted because TNA let people of their stature do that on the reg. Booker T got a meaningless belt and tag title to stroke his ego. RVD got the world and X titles for his.
I say RVD because his ultra lazy performance at Wrestle Kingdom along with a drugged out Jeff Hardy finally killed TNA's partnership with New Japan. Booker at his worst acted like the Last King of Scotland and refuse to put over folks like Morgan.

He debut was a 30 second match with Sting win. Followed by a 15 mins beatdown by Sting. Doesn't help matters. RVD won the title the night after Lockdown. The issue with how RVD was used hyping the matches in to make money from them. The matches you aid was a prime example. Think how much better for business you had that first meeting at the next PPV spending a month building up the match? Instead of building to the rematch that we got. Same thing with RVD faced Joe for the first time. Again money match but happened on an unannounced Impact. Same can be said with we had the first meeting of Joe vs. Jeff Hardy.

Doesn't help matters. RVD won the title the night after Lockdown. Which is exactly why TNA has always had trouble sellng PPV's. They never treated them like they mattered and anything of note happened on the Impact following.

I think Booker was worse because at least RVD had the potential to bring more viewers to TNA
But his run was completely squandered by terrible booking (Debut vs Sting and being murdered by Abyss, as mentioned already in this thread).
