Maybe I'm reaching, but there did seem to be a slightly sexual tone between the two of them, especially after Billie's match. The sexy "come here" finger gesture, Peyton touching Billie's arm and face..the looks between the two..
Over-thinking? Or HLA 2?

Well Steph did say they were introducing LBGT character, and we all know WWE only knows how to do that in one way, zero subtlety.

After the match when Kay motioned with her with her finger to "come here" yeah, I grinned to myself at how flirty it came off.
But then again if they decide to do more LGBT angles, I'd hope they'd used actual gay/lesbian/transgender people.
And not be a completely un-subtle in your face stereotype.

As it stands, I see no need for the addition of an LGBT character in WWE because it just shouldn't matter. Your sexuality shouldn't be an overwhelming part of your character. Like, there are two gay wrestlers under employment with WWE right now (Darren Young and Daria in NXT) and that's cool, they're gay. It's just something that should just be accepted, not turned into a character.

If WWE were to hire more LGBT wrestlers, it could totally be used as part of their character, in the same way that Lana and Rusev have their sexuality as a major part of their character, given how central their relationship is to their personas. And let's face it, WWE was happy to use other orientations as the center of a character before so long as it was for heel heat, so I'm not sure it should only be pushed to the sidelines now that their coverage has to be at least somewhat positive.
