So is being tough just being able to withstand a lot of pain or is about being able to dish out the pain too? Cause while many wrestlers can work through some terrible injuries, that doesn't necessarily make them good at fighting.
On the flip side you get people who are known to be rough and like to hurt people getting beat up like JBL getting sparked out by Bart Gunn, Steve Blackman and Joey Styles. Like, I wouldn't class JBL as tough, he can hurt people sure, but it seems he cannot defend himself very well. Same is Lesnar, he is a beast of a guy, a bully if you will but when he gets hit back he turtles.

I thought Barrett actually did do it, WWE just embellished it. He's from Preston, probably had a few rough nights outside pubs at the very least. Can confirm. Source: Hang around at pubs in preston

I remember a thread on here a year or two back where it was asked who on the roster could take Brock in a fight. It was funny to say the least, given how many hoops people were jumping through to put over someone's toughness because their background. I believe someone even mentioned Punk.

Like they did with Ken Shamrock, who has a really bad MMA record (only won 4 fights since the year 2000, and those were against poor fighters) so far, far from 'The Worlds Most Dangerous Man'. Shamrock was gone from WWF by 2000 and even before then, he was in the midcard for almost a year. When he did come into the company in 1997, he was indeed one of the best fighters in the world, but WWE never fully capitalized on it and by mid 1998, the bloom was off the rose. But to say that Shamrock wasn't great is silly. He was the best in MMA at a time when it was growing, quite possibly their first superstar. If you take Ken from 1995 and put him in today's UFC, he would be very good. The only reason he 'sucks' now is that he's old. It happens to all fighters, including boxers. Some of the best boxers of all time only received most of their losses at the very tale end of their career like Ali and Tyson.
