John McGraw's New York Giants - They won their first World Series appearance in 1905 then lost 4 straight World Series(1911, 1912, 1913 and 1917). In between World Series losses they finished second six times. They finally broke through with a World Series win in 1921 and repeated in 1922 but lost the next two World Series in 1923 and 1924. Some of
1970's - 80's Kansas City Royals - 6 division titles in 10 years and only one title to show for it.
1970's Oakland Raiders - Early in the decade it looked like Oakland was going to take control of the AFC as Miami began to get old but then Pitssburgh showed up Franco Harris makes the Immaculate Reception and the rest is history.
1980's Atlanta Hawks - They had a terrific team unfortunately they had to contend with the Celtics and Pistons and then Jordan showed up and the Hawks sank down in the standings.

The Braves of the 90's to the mid 2000's. 14 Division Championships in 15 seasons, 5 NL Pennants, only one World Series Championship.
Should've beat the Twins in 91.
Should've beat the Yankees in 96.
Should've beat the Marlins in 97 in the NLCS.
As a Braves fan, Those years were frustrating, with one year of joy.

It was on that day that my eternal hatred of the Yankees began.

How do the Braves only win ONE world series from 91-05. You win the division every full season and over 100 games six times.

The Royals were damn good in the '70s. Picked up where the A's left off in the AL West and ran with it. Can say the Brewers of the same Era. Julius Erving's Philadelphia 76ers 1977-1983.
Made 4 NBA Finals, won only 1.
Also had a famous loss in the '81 East Finals to Boston

I feel like I've heard "This is the year the Pacers are going to break out!" at least a dozen times over the years I remember when the 'break out' meant they actually made the playoffs with a record of 38-44.

Cleveland Indians of the 90's. I don't think people remember how good that team was. They were the only team to eliminate the Yankees before the World Series during their 1996-2000 dynasty of championships and made it to the World Series twice in 1995 and 1997.
Seattle Mariners of the 90's and early 00's. Between A-Rod in his prime, the Big Unit, Ken Griffey Jr, Edgar Martinez, and later Ichiro, this team was always so stacked in talent. But they always ran into a brick wall, even in the year when they broke the regular season win record. At least the Indians have made it to the World Series. The Mariners have yet to win even a single AL Pennant.
New York Mets of the 80's. Yeah, they won the World Series in '86. But they really should've won at least one more. That team was really, really good.

I'm going to say the St. Louis Blues in the 90s and early 00s. This team was always making the playoffs. Had the President Cup, and a roster full of talent but never could make it to the cup.

How you don't win the Cup with Gretzky, Hull, MacInnis, Pronger, Corson, Howerchuk, Fuhr, etc is beyond me. To this day, Jon Casey and Mike Keenan are persona non grata in town.

Mid to late 80's Chicago Bears. Had a dominant defense with multiple Pro Bowlers/All Pro players on defense (Hampton Singletary Dent McMichael) a great offensive line coupled with arguably the best RB to ever play the game (Payton) and only won 1 Lombardi trophy.

The 1999-2005 Rams breaks my heart. Just ruined by mis-management from Frontiere and Shaw, as well as an inept coach in Martz. That team could have won it 3 different seasons in my eyes (1999, 2001 and 2003).
