I was just watching the Kayfabe Commentaries guest booker with Robert Fuller. He mentions a younger wrestler pitched to the booking committee that his character should be changed so that the lights go out and when they come back on he reappears on the ringpost dressed like The Crow. Fuller said instead of using it for this young kid, someone from the booking committee stole the idea and used it for Sting. I was wondering if it ever came out who the young wrestler who thought of this was?
Fuller couldn't remember, but host Sean Oliver suggested Raven. Fuller said it definitely wasn't Raven.
I also thought Chris Jericho since he's very creative. However, at this point Jericho has said about a billion words about himself in books, podcasts, etc. and I've never heard this story from him.
Who then?

That doesn't really fit with other people's version of events, people from Eric Bischoff to Sting himself credit Scott Hall for coming up with the idea for Crow Sting.
-Scott Hall on Crow Sting.

Crow Scott Hall would have been awesome. His finishing move would have suited it better than the Sharpshooter.
But when Hall tells him to rip off Taker got me thinking, Sting is pretty much ripping off other guys his whole career. The 'woooooooo' off Ric Flair, the Sharpshooter off Bretm the Stinger splash off Vader, Warriors face paint. Cannot think of anything original Sting ever done.

Technically he was doing the Scorpion Deathlock before Bret was using the Sharpshooter. And the Stinger Splash before Vader came about too.

As single competitors after teaming up as the Blade Runners, Sting and Warrior started wearing face paint at the same time. If one started before the other, it would have been only a matter of months.

Warrior and Sting started out as a tag team, ripping off the Road Warriors, facepaint and all, and Sting used the move before Bret, who specifically asked Vince if he can use a Scorpion Deathlock in a match. Vader used an avalanche rather than the corner to corner jumping 'Stinger' splash, if I remember correctly, and as for the woo thing, stealing a taunt from your long term rival should be done more often.

Don't forget taking his name from the guy from the Police! I actually miss blatant rip offs of things in wrestling.

I don't recall Sting going "Woooo", he was screaming "OWWWWWW!"
I saw brown-haired Sting in a forgettable triangle match that November. Randy Savage was DQed in the first minute using a chair, which left Sting and the Giant for the other 5 minutes. The match, as Jim Cornette would say, "sucked a dick", to be kind.
But yeah, now that someone brought it up, I do think it was Scott Hall that passed along the Crow character.

It might just be my all time favourite gimmick. Made even better by the sheer terror the NWO displayed whenever he appeared. It's just a shame they botched the ending. Sting should have squashed Hogan at Starrcade and made him submit in the Scorpion Deathlock. At that point, Sting could have added more colour to his attire and character again. It would also have been a good time to start phasing out the NWO and repackaging the members with gimmicks of their own. It would have spared the audience the bullshit that was the NWO civil war.

He and Warrior came in as a team and both wore paint. And debut in there own singles careers at the same time. I don't see how he ripped that off.

Scott Hall's idea for Sting and someone else's idea for themselves can both have happened. There was a multiple year window that it could have happened...

If anyone pitched that idea before Sting/Hall, I'd say Kanyon. It wouldn't be out of place in the Blood Runs Cold angle, and thanks to his death at a young age he's not around to tell the story in a million shoots.
