No. I love it. I watch it during Christmas often, and have facetiously called it that before, but no.
It's set at Christmas, and that's all. All you'd have to do was say there was some big stockholders meeting at Nakatomi, and you'd have people in danger. Christmas itself isn't a factor, it's just the setting.
If that's the criteria, EVERY Shane Black movie would be a Christmas movie.

All right, listen up guys.
'Twas the night before Christmas, and all through the house, not a creature was stirring, except...the four assholes coming in the rear in standard two-by-two cover formation.

Ever seen the French film Inside? It's an extremely disturbing horror film that got to even me. It takes place on Christmas Eve but you'd have to be a little mentally disturbed to consider it a Christmas film.

It's as much of a Christmas movie as Gremlins is, if that helps.

If it takes place at Christmas, it's a Christmas movie.

Die Hard 2 is better, even if it doesn't make sense.

I consider Die Hard a Christmas film, but its status is shakier than Gremlins, where that's absolutely a Christmas movie, given Phoebe Cates' monologue and other aspects of it. Christmas features pretty heavily. Is Nightmare Before Christmas a Halloween or a Christmas movie? Yes.

I believe it is. Plus, it spawned one of my favorite Christmas TV episodes ever, "Chuck vs. The Santa Claus."

Is Dumb and Dumber a Christmas movie? It's got a guy with the last name "Christmas".

Considering just how many same-y, bullshit Christmas romance movies have been on since the start of November, yes, Die Hard absolutely counts. Because if it didn't, I'd only watch maybe THREE Christmas movies instead of four.

The argument against Die Hard being a Christmas movie could easily apply to Home Alone. If the McCallisters went on a Summer vacation to France, you would still have the same premise.
