Is there such a thing as a worst Royal Rumble performance of all time? Sure, Santino and Warlord both had very short stints, but at least they were record holders. And Luke may not have lasted long, but at least he's hilariously remembered for literally walking in and out of the ring.
Mo might be a contender, but his quick elimination in 1995 is somewhat remembered. Off the top of my head, my candidates are Tom Brandi in 1998, Scotty 2 Hotty in 2001, Spike Dudley in 2004 and Sylvain Grenier in 2006.
Tom Brandi came out to little reaction, was quickly eliminated and was forgotten even though he sorta had a mini feud with Marc Mero (which was only briefly mentioned).
Scotty 2 Hotty appeared to be shitting his pants on the way to the ring and was destroyed by Undertaker and Kane before being tossed.
Spike never made it to the ring.
Sylvain had no reaction and was eliminated quickly.

I'd put Matt Bloom in all his various names in this category as a general bad Rumble performer. I remember reading on here that in six Rumbles entered he has never even eliminated anybody.
Also, in shocking contrast to his surprisingly good record in battle royals, Zack Ryder is usually pretty rubbish in Rumble matches.

Just about any of the guys from that period in the mid-90s that they brought in from another company for a one-off appearance just to make up the numbers. Like Omori, Latin Lover, Doug Gilbert, Squat Team etc. etc.

Faarooq had an awful Royal Rumble 2000
His total time in the ring that night was 2:57, and in that time he managed to lose a Tag Team Title match, got attacked by the Mean Street Posse and got eliminated from the Rumble.

Christopher Nowinksi's had his career ended in The Rumble.
Edit: He experienced a terrible concussion in the match but he kept wrestling for another 6 months. I guess ummmmmmmm whoever had a unremarkable bout but had a noticeable botch/botched elimination. Alex Riley?

Bloom and Jack Swagger have the record for most Rumble appearances without eliminating anyone. If Swagger's in this year (which he probably won't going by the fact he hasn't had a TV match since October) he'll most likely have sole possession. Swagger is another guy like Ryder, who does well in standard battle royals but sucks in Rumbles. Unlike Ryder he hasn't won any but at the same time he's that has often seemed to be one of the last three or four guys in the ring in TV battle royals over the years. To me as far worst Rumble performances goes, I think a lot of you are missing the point. I'm noticing a lot of people getting mentioned who had super short times. That's not fair to them because it was next to impossible for them to have a good performances with the situation they were in. That's what the were booked to do. As far as I'm concerned the worst performances are the ones with guys who got a lot of ring time but didn't do anything and didn't take advantage of the time they were given. An example would be say Mike Knox in 2009. He was actually in for over 30 minutes that year but what did he do? There was nothing he did in all that time that stood out or was memorable unless I guess you consider punching Rey Mysterio a lot memorable.

Blackjack Bradshaw managed to last 35 minutes in the 1998 Rumble without doing anything of note, only getting a six-way partial credit for eliminating Kurrgan.

I remember Big Show's 2004 Rumble being pretty awful. Yes he made the final 2 but he also tapped out to five different submissions and was implied to be too fat to get out of the ring.
