Blackjack Bradshaw managed to last 35 minutes in the 1998 Rumble without doing anything of note, only getting a six-way partial credit for eliminating Kurrgan. Well it didn't stop JR from gushing over him on commentary and bigging him up by aying things like "Bradshaw has manhandled just about everyone in this match". Going on what we've heard about him I'm guessing he also manhandled a lot of the other guys in the match in the shower too.

At least with Bradshaw in 98 he was someone that they seemed to be somewhat high on and looking at for a single push. Holly though was so low on the card at the time so for him to survive that long while also being one of the few to survive the Vader purge was weird. Only reasons I can think of is it was intended to put Ringmaster over when he finally put him out or it was just them throwing a bone to loyal and dependable guy. It's not like it led to a push for or anything as he was still on job duty afterwards.

Roman Reigns 2016. I don't think this was entirely his fault, because he was doing as was booked, but everything about this performance was telegraphed and stupid. From the odds being stacked, to the stretcher job so he could take an elongated break, to the obviousness with HHH. On top of that you had Owens come out after getting the crap kicked out of him and looking like more of a badass than Roman. I hated everything about Roman in the 2016 Rumble.
And while it may be a copout, Drew Carey would be my answer. The dude who never even watched the show gets a spot in the Rumble and a HOF induction. The worst celebrity appearance ever.

Warlord always got around 29 or 30 (besides the record elimination from Hogan, when he was #7), and never eliminated anyone, and got tossed out in short order.
Ted DiBiase in 1992, considering he always did well in Rumbles, he was eliminated in the first 2 minutes, in the year with the most on the line.

Warlord was I wanna say #22 when Hogan clotheslined him out in record time. That was 89. In 90 he drew #7 and actually had his longest time at around 8 minutes I believe. In 91 and 92 he got 29 and 30 respectively but yet got eliminated in under 2 minutes in both. To me that's just as embarrassing as the two second elimination, especially with 91 as that was year where pretty much everyone lasted for at least 10 minutes.

Like he was Number Two or Three in the one Rumble, Michaels came out to a Thunderous Ovation and his Theme immediately killed the entire crowd?

Rusev in 2016 also has to be in the running. He schemed to be the final guy eliminated in 2015 at the hands of Roman Reigns, and then he and Roman draw the first two slots the next year, and he doesn't even live long enough to want any of #3.
EDIT: But on the other hand, he did walk out as the TV champion after his stint in the match, so maybe not?
