I'd have to explain that I have no dollars as I'm English and then have him explain what the hell he is doing demanding someone he's never met before give away currency from a country they've never been to and how he would cause dire consequences when he would never meet me again and has no way of knowing who I am.
then I'd say "bored now" and wander off while he's explaining all that.
