Neville destroys all challengers the next couple weeks...wins in dominant fashion and complains that Wrestlemania will be boring for him because there's not a cruiseweight in the world that can compete with him...

That's Rey Mysterio!!!
They start a program and have a huge match at Wrestlemania that ends with Neville winning after 12 minutes of back and forth action. Brings even more legitimacy to the belt, a new draw for Mania, and solidifies Neville as a top guy (don't have to be in the world title hunt to be a top guy).

It's not a terrible idea, really, but there's no way they'd put a full time roster guy over a one-timer return.

Depending on who you believe, Rey is either a free agent or under contract to LU until season 3 completely airs or for another year. I tend to think he is there until the end of 3.
As for the general idea, I don't think Rey could make the weight or close to it but it's solid. I might prefer the way LU did with Rey putting over the next big Babyface though.

Rey practically begged for his release last time, plus his knees are decimated.
I would rather the CW take the multi man ladder spot on the card. I demand to see William III jump off the top of a ladder

Rey Mysterio had begged WWE management to move him from being considered a cruiserweight because he knew it held him back from moving up the card and stunted his earning potential. It took Eddy's death to make him a full time heavyweight. And his decision paid off because he became one of WWE's most popular wrestlers and a top merch earner. I highly doubt if he does return that he wants to go back with the cruisers again.
Finn Balor left New Japan because he got pigeon holed as a junior heavyweight and saw he would never be fully accepted as a heavyweight due to their traditional structure. Even though he fits the weight criteria for a cruiserweight, he ain't joining that group. Not when WWE basically had to promise him the world meaning not be considered a junior and paid good for his services.
