Personally I liked that people had different reactions to the Stunner. Made the move seem more realistic.

The Rock oversold everything. For all the flack Shawn Michaels gets, the Rock was every bit as bad, if not worse, but was nowhere near as good in any other aspect. Dude flat out sucked. We get it. You don't like The Rock. I just needed to be sure.

I always found Rock's selling funny as hell, as for HBK selling in the Hogan match, I didn't think anything of it because he sold like that all the time against bigger guys and when he was a heel. and it was the ONLY way that match would look at all good.

Santino doesn't bother me. He's a comedy act, sell away. Plus, it IS called the Stunner. You should act dazed and bewildered after getting hit with it.
Where is Quiet Rage getting stunned and then just rolling out of the ring and leaving?
And why wouldn't Steph sell the Stunner? You just have to kneel down. She took the RKO like a champ too.

Scientifically speaking, The Rock didn't oversell it.
You see... Steve Austin used to be "Stunning" Steve Austin.... he used the Stone Cold Stunner, and his finisher in WCW was called the Stungun. A Stungun, in real life, uses an electric charge to cause the stunning.. meaning an electrical charge can be used to stun his opponent. The Rock, being the most electrifying man in sports entertainment, would naturally react to an additional electrical charge and respond accordingly.

I would guess because of Kayfabe Momentum. See Rock mostly got stuned from a ducked Punch or Rock Button or such. Which means he went into the move with momentum. Thus, as Glados would say, speedy thing goes in, speedy thing goes out.

Now that's part of something that WWE would rarely be allowed to get away with today... The main event star coming out every other segment to hit his finish on a midcard guy or two that he ain't even feuding with. Once in a blue moon to one match is fine (like Strowman did recently), but back then they seemingly had Austin, Undertaker and Kane on a weekly rotation doing these.

The Rock sold finishers in a way that made them look like a mere mortal taking the moves would explode in a cloud of blood ala Mortal Kombat. It was fantastic.

I might have misspoken. I meant that I am surprised to see that there weren't GIF's in this thread of Stephanie selling the Stunner, which caused me to look for me. She did it well, but I still find her selling the RKO to be better because Orton had that sinister role at that time and she sold it like he almost killed her.
