Same reason they can have a 4-5 hour WrestleMania and still go over time. They can't manage things to save their life despite being a SCRIPTED show.

Surely it wouldn't take much to end Raw on time. That excruciating 20 minute Stephanie McMahon promo to start off the show, cut it to 10. That teeth grindingly painful 15 minute "comedy" segment, cut it to 5, that heatless 20 minute match which will be forgotten about as soon as the show ends, cut it to 10 minutes.
The entire show feels like they are squeezing the bare minimum content to fill their timeslot anyway, so why they need to go over the allotted time is beyond me.

Because it bleeds into the time for the show after them, which improves the ratings for that show, and USA likes that because they can charge more for advertising.

The evil and petty WCW did that sort of thing to manipulate things to their benefit.
The WWE likely does it for positive reasons.

RAWs timespan is atrocious, yo.
I was trying to explain the difference between RAW and SDLive to my GF and brought up that RAW was three hours and she brought up a good point: Most people don't even like movies that are that long.
Then stack up the 10-15 minute overrun, Christ.

Raw is run like they're still fighting a Monday night war with WCW, except WWE already won that war, nearly 20 years ago. I'm glad they stay current and keep improving the product

They didn't start doing it because of this, they were still taping every other RAW for close to a year after this. But keeping the idea of RAW being unpredictable and ending at any time grew out of situations like these, if you will.

Remember that time I was insanely pissed off because RAW went off the air during the segment I stayed up late to see and I ended up missing the ending any way? That's what I remember every time I think of the RAW overrun. I'm glad there's an over run because of this.

USA probably wants them to keep it up, considering I'm going to go out on a limb and say Friday Night Tykes gets lower ratings than Raw and could use the boost.

But let's end it there I have so many memories of RAW being cancelled here so we could watch dog shows or tennis instead. Back in my teens RAW came on at 1am until 3am. Staying up that late on a school night was already not the greatest idea. But to stay up that late and not even get to see the ending was almost infuriating. So with the over run, I may have had to stay up later. But at least I got to watch the ending of what I stayed up to see.
