Empty seats can't. Last year at wrestlemania there was talk of people leaving during hhh vs roman but not where it counted. not where the cameras could catch it. What would happen if enough people sitting on the hard camera side and in other filmed spots still bought their tickets, watch what they wanted then left during what they didn't want to see? I think it would send the message: wwe we do like you and we enjoy certain matches and moments but you keep ignoring what we want in the case of Roman Reigns(for example) so I won't sit for it any more.
They have said it themselves: Filling those seats is all that matters especially on live tv.

The thing I wonder is, will fans want to stick around for Lesnar vs. Goldberg (assuming it main events) or will they assume it'll be a short match and leave to beat the traffic?

Where I'm at right now is I'm going to feel the crowd out and if they seem like they'll be into Goldberg / Lesnar on some level I'm going to go back to the hotel early, if they're looking to shit all over it I'm going to join in.

If TNA can hide 2/3rds of an empty arena, WWE can hide a few empty seats.

You know those PPV chairs that people sitting ringside can take home with them? Well, they are ziptied together, which means no one in those seats are leaving early as they won't be cut until after the show. So, I wouldn't expect anyone sitting ringside to actually do this.
Also, people who book through either Travel Packages or Wrestlecon are getting shuttles back to the hotel this year, which aren't leaving until after the show, which again means less incentive to leave the show early.

Which of course makes FAR more sense than just taping the match earlier and then splicing it into the show after some video packages to cover the crowd leaving.
