Benoit did a few shows like 94 in WWF with DiBiase as his manager. Never on TV, I don't think. Maybe a few spot shows.

Baron Von Rashcke managed the Powers of Pain in the WWF VERY briefly, He couldn't have stayed a couple months. Any word why his run was so short? I always heard it as they wanted him to be a heel, but he was cheered and Vince worried how having such a dark character be beloved by the fans would make his company look so he yanked him.

Public Enemy had 2 short runs in the WWF. One you're all aware of in 1999. The other was a tryout/dark match at Survivor Series 1995, where they lost to the Smokin' Gunns.

Nailz had a one off match at Slamboree 93 Totally was not gimmick infringement though. They called him "The Prisoner"

Sid and Scott Hall each made appearances in ECW, although I believe people knew they would be brief since it wasn't unusual for people to jump on the bandwagon and randomly show up for the hell of it. I suspect this thread is more about people who looked like they would stick around for the long haul, only to disappear without explanation.

WWF - Brakus PG 13 (had maybe one match with the Smoking Guns in 1995 and only returned a year later to rap for NOD). Not sure if Dean Douglas counts (showed up in spring of 1995, was gone by the year's end). While I'm on it, Buddy Landel (3-4 matches in 1995 and he was gone). The whole "pseudo-superstars" class of 1996 - The Goon, Who, Freddie Joe Floyd, Alex Pourteau and TL Hopper. Rad Radford lasted less than a year in 1995. A shame, IMO, since he was a good technician. Scott Putski's run in 1997.

The funny thing about Brakkus is they did promos for him and it not only didn't pan out, it never really got off the ground. Some of the guys, like PG 13 came in with no promos and no fan fare, just show up and have the commentators allude to their wrestling experience. I remember Brakkus promos in summer 1997 and the commentators made a big deal about him. He never did any TV shows that I remember (I watched all but Shotgun). He did the European tour after WrestleMania and there was some hype for him on TV but again, don't remember any matches. Now I'm going to check out Wikipedia.

Frankie Kazarian in WWE, 2005. I'm not sure what his OVW run was like, but I only saw him on Velocity in July that year, and he left after a month of being on the main roster.

Rick Martel was in WCW for like 6-7 weeks in 1998, but managed to cram in a whole bunch of good matches. It's a shame he got hurt because he was finding his groove as a no nonsense midcard babyface. It might be my favorite run of his career. Loved it, and when I saw how much effort he put in and how passionate he acted I started marking out for Martel

I read Brakkus' Wikipedia and was surprised he was in the Brawl For All. I really don't remember that but seem to recall Vega getting hurt. Poor guy, it's gotta sting/stink when a federation has such high hopes for you but really doesn't know what to do with you. And I doubt Brakkus could really do anything for himself and he was in his late 30s at the time. Maybe 10 years too late. Hogan era with the body builders, he may have had something more.
