At this point, it'd be easier to try and renegotiate if only to avoid a fan backlash.
Evans practically is Rogers. If he's game, it's not worth going all in on a recast.
A better "Plan B" if things fall through with Evans would be to focus on Mackie, and MCU stories with Sam Wilson taking up the shield.

i think the easiest way to get them to sign him up to for more films is to start a rumor that he's jumping ship to DC. oh sure, he probably won't get the rights to the Cap gimmick, but a rising star with notoriety like that, DC'll probably go ahead and put the title on him: "Batman". he could main event a couple of films against big name heels like Joker and Doomsday, breathe some new life into the Marvel/DC war, and then head back in a few years to a triumphant return.
besides, it might actually be a good idea to do it anyway. i mean lets face it, Marvel is getting stale. first you had The Avengers, and it was cool. it was something new and different we hadn't seen before. but then they've been dragging it out for a few years a now, adding new people to it like crazy (do we really need two people in flying mechanical suits?), and in a lame effort to keep it going decided to split it off into two factions: Avengers Iron Man and Avengers Wolfpac. you know its all going end with Iron Man coming out of retirement to fight Cap one last time, only for Cap to lay down to the Fingerpoke of Doom and both teams coming back together because they've gotta swerve the fans. meanwhile, they're holding down other talent. i mean seriously, when's the last time you saw Daredevil on the screen? him and Jessica Jones and all these other upcoming younger talents, the old guys like Cap and Iron Man and Thor feel threatened by them, so they're doing their backstage politics bullshit to keep them down on the undercard. i say they let Cap go so Marvel can develop new talent and push them to big screen status.

Cap is still putting on 4-star+ superhero matches, and his promos still pop crowds. He just tore the house down with Tony in the Hero Kingdom 11 main event. They'd be nuts to get rid of him. T-Challa and Carol Danvers are good workers and are getting more over, but their big pushes are going to come later. Besides, Rocket just won the New Marvel Cup 2017. He's small, but he knows how to play a firey yet sympathetic babyface.

I think Stan is the better pick, but thats because I think he's more suitable as Cap and I think Falcon as Falcon is better.

While I think that Mackie or Stan as the next Cap is Plan A, I would prefer they make a new deal with Chris Evans.
Steve Rogers as Captain America is my favorite Marvel character. Maybe it's stale/Cena-esque, but I want Chris Evans to be Captain America for the foreseeable future.
And not as a stupid Hydra Agent.

Just sign him up and have him show up for a few cameos here and there in future Marvel films. Basically give him the Robert Downey Jr. deal.

Once the MCU reaches Phase 4 or whatever, I'd keep him around as Steve, but mentoring a new Cap while he runs SHIELD or something.

I think the MCU will need a break from most of the original Avengers after Infinity Wars. Have Iron Man, Captain America, maybe Thor (hasn't felt over exposed yet), Black Widow and let Spider-Man, Guardians of the Galaxy, Dr. Strange, Winter Solider carry the brand as the new faces. Then after some delay and when the time is right have Captain America and Iron Man return to a Mega Blockbuster.

Most actors will use the really big blockbuster paydays to be able to keep themselves very comfortable financially while they go off and work on their artsier, lower scale projects, and in Chris Evans's case, he really wants to direct, but keeping Marvel on the side while he focuses otheriwse on getting behind the camera would be a great way to help pad that out in the meantime. I'd want to see him given a shift away from the spotlight role if they don't outright kill him off, but nothing about him sticking around and in particular playing a mentor role to what should be a new crop of lead characters sounds bad to me.
