Its exactly what the title says. What are some examples you guys can think of?
For me its the Phantom Menace game for PS1/PC. On the Mos Espa levels you can run around and turn Qui Gon Jinn into a ruthless serial killer. Everyone can be a target, including the CHILDREN. So yes Phantom Menace is rated Teen, but lets you murder children at will. I don't know if they did it on purpose, or not. I mean once you start doing it the guards chase you all over town, so its weird. Somehow that got past the ratings board, and if it happened today it would be a huge scandal.
So what are some other games that have done this? Intentional or not.

Mario does copious amounts of mushrooms and goes on killing sprees. He also uses a magic leaf to fly.

One of the chapters in Puyo Puyo Tetris follows a character that's supposed to be a knight, and in almost every situation he's in he speaks in a blatant innuendo and is completely ignorant of it. It's an E-10 rated game, and yet some of that stuff is...ummm...
It also blew my mind when I first saw Jet Force Gemini on N64 and everything it entails, and yet it got a T rating. At that time, it seemed like guns and blood (of any kind) was an automatic M, especially at a time those type of games were being railed on for causing shootings and violence, and yet it got off with a T rating. There might have been other FPS games that snuck under the M rating, but that was the first high-profile one. To me, it was alot more viscerally violent than Goldeneye or Perfect Dark was, both of which got M ratings (though Perfect Dark includes harsh language too).

The first two Ar Tonelicos (prob'ly this whole series) and Mana Khemia 2 are so blatantly packed with innuendo and some incredibly questionable game mechanics (second Ar Tonelico has certain characters leveling up by taking baths together, for starters) that I have no idea how they got away with T ratings.

In Street Fighter EX2 Plus, Shadow Geist had a Level 3 Super Move called, Super Death Energy. He basically charges the opponent with energy and makes them explode.
When you KO an opponent in the winning round with it the opponent does not fall back to the ground. Yes a Street Fighter character has a move that outrights vaporize the opponent.

Yeah, that dawned on me after I walked away from the laptop last night. I thought I worded that different.

Paper Mario: The Thousand Year door had both a Princess Peach shower and full nude scene, okay she was totally invisible in the latter and covered by a curtain in the former but still...they happened.

Arkham Asylum was only a T rating and you see, among other things, a guys spine rip out of his back.
I think City was too, could be wrong though. Knight was M.

Persona 2 was rated T but had some pretty mature content in it. At least I thought so.

You know, we can also discuss games that got the Mature rating but no real reason for it.

I think that Neo Contra was only slapped with an M-rating because of blood, but the game was a hard T and the game was not really that gory. I also feel that Mercenaries would have gotten a light M had there been blood from the gunshots.

The reason for it was just "violence" & aside from the ending where it looked like Tanner was flatlining and the deaths of Solomon Caine & Bagman (both were obscured), I fail to see the reason.
