This may be a controversial poll but..
Who do you like/respect better, John Bradshaw Layfield or Alberto El Patron? Given that both played rich millionaires and had controversial backstage/outside stories, I think the comparison can be made.
Both are disliked by the Internet, though Alberto is getting more infamous lately.
I guess it comes down to, who suffered more, Mauro or Paige.

I didn't really "like" either of them but I thought JBL was better at the role and a very effective heel. Alberto was just boring most of the time.

JBL was a mid-card goon who was given the ball and absolutely ran with it.
Del Rio was pushed to the moon from day one and did absolutely squat.

I think in every aspect JBL is better. He may not be as technically sound a wrestler as Del Rio, but he was never meant to be. He wrestled like a brawler or a bully depending on his alignment, talked circles around Alberto and even if he did bully a lot of his colleagues, he also had some sort of comeuppance coming his way (from Steve Blackman to Joey Styles). Berto is boring in anything related to wrestling, and outside of it it's all cocaine, abuse and having his head kicked in by Cro Cop.

JBL was a better champion, more over, and he was ultimately more important to WWE history, ending Eddie's reign and being the one to lose the title to Cena for his first WWE title reign. He also had a much more interesting midcard career than Alberto.
Alberto ultimately failed to live up to expectations, sometimes for reasons out of his hands (feeding him to Edge in what would have been stupid even if Edge didn't retire afterwards), but much of it was his shit attitude and inability to have interesting matches with a lot of the roster.
I am comfortable giving the potentially dubious honor to JBL.

Both are terrible people but JBL got such good heat. I hated him during his run as a kid and he even got my wrestling apathetic parents invested when they would walk by when we were watching WWE and say things like, "God that JBL is an ass. Just a disgrace."
In ring wise I'd say JBL is better too.

Based solely on their in-ring characters/work overall I liked JBL more in the WWE but Alberto more than WWE JBL when he's in LU and AAA. Outside of the face run that the E gave up on for some reason when Alberto was actually entertaining he was just repetitive. It's really not all totally his fault, but watching him Armbar people after the bell every week was pretty weak. I was kind of zoning out when JBL was on top as well, so it's not like either of them lit the world on fire in the E.

JBL was a more entertaining character, and was at one point a very entertaining announcer.
In real life they're both blowhard bullies. But while JBL's antics at least can be rationalised by him being a relic of the "this business" era mentality, where his behaviour was not only tolerated but encouraged, while Alberto's just a straight up f***wit with awful anger management exacerbated by substance issues.
JBL wins.
