I've been watching the Attitude era in chronological order on the network and I'm now two weeks away from Wrestlemania 15. I know the Attitude era is synonymous with "crash tv", but the build to Wrestlemania 15 has seemed to be one huge jumbled mess.
Take The Corporation for example-
Collectively they are feuding with The Ministry over the ownership of the WWF Vince McMahon and The Bossman are been terrorised by The Undertaker Ken Shamrock is involved in a Love-Quadrangle with Val Venis, Billy Gunn and Goldust fighting over his sister Shane is feuding with X-Pac Kane and Chyna are forming an unlikely relationship in their feud with Triple H The Rock is spending most of his time feuding with fellow Corporation member The Big Show, who is also spending his time fighting with Mankind over who will be refereeing the WWF title match at Wrestlemania (which in the end turns out to be neither of them!)
All this is going on and The Rock is barely interacting with Stone Cold...you know, the man he is facing at Wrestlemania in a few weeks. It just seems that there is way too much going on to create a focused and engaging "road to Wrestlemania".
So what do the good people of FAN think about this. Was it the worst build to a modern Wrestlemania or did the sheer randomness make it interesting?

At the time I didn't care because it was fun Was it the worst build to a modern Wrestlemania NO that past couple have been WAY worse

The thing that makes it unique is it was like a real show in that everyone interacted with everyone. This year, you never saw Lesnsar interact with Jericho or Reigns with Rollins. Things are just kind of fragmented.
At the same time, I think there were a few matches that just kind of got pushed away.

I definitely agree with you guys that having branching feuds is a lot more interesting than todays with feuding wrestlers existing solely in their own bubble. I guess at least the Mania 15 buildup was far from boring.

if you watch week to week you can see the point when they flipped the plans for Road Dogg and Billy Gunn.

It was great. It wasn't perfect, but everything seemed so fun, interconnected, and organic. I would argue that it was perfect, specifically because it was so fun, interconnected, and organic. I can't think of any other PPV buildup that was as perfect as this. Hell, there's an argument for saying the road to Wrestlemania started at Survivor Series, or even Wrestlemania 14.

The build to 15 is a total mess, but it's a fun mess. I'll take that any day over, "And now Roman Reigns gingerly beats up Triple H at ringside. And now Roman Reigns gingerly beats up Triple H backstage. And now Roman Reigns gingerly beats up Triple H in the parking lot."

It was far from boring but WM XV was a lousy PPV. There was a 3 week stretch there of Uncensored 99, ECW Living Dangerously, and WM XV and I'd say the ECW PPV was pretty easily the best of the 3. It's not like I was actively turning on the WWF at this point or anything but I found myself more and more interested in ECW's product.
It was in 1999 that we hit peak Russo. It was pure Crash TV silliness.

And the show itself ended up being booty buttcheeks. Only X-Pac/Shane & the main event were worth a f***. Even with the main event, it was the weakest Austin/Rock Mania match and the first half was pretty nothing, tbh. Plus, Austin lost his jacket so he looked like a complete bum walking out in a shirt that the fattest fan in the crowd could buy.

It included Val Venis vs. Ken Shamrock vs. Billy Gunn vs. sometimes Goldust every single week.
It is absolutely the worst build-up to literally anything ever.

It was almost a year since I had become a fan and even I wondered why there was no real feud between Austin and Rock. Hell, there was more of a feud going into Backlash the following month.
I recommend you watch the TV Trash on Wrestlemania XV. Rowdy C had some good points on that event.

I think WM 13 had the worst build, only good thing about it was Hart and Austin. 15 was a mess.

The show is amazing, but god they had no idea what they were doing for most of the feuds. The WCW stuff on the go home show was ridiculous.

I remembering reading somewhere that Russo never considered Wrestlemania to be that important which may explain the lacklustre buildup.
Judging from how he was laughing at Kevin Owens for crying over winning a Wrestling Championship I believe that statement is highly likely to be true.
