This is an idea that I've been kicking around in my head for a while now, and I finally have decided to write the whole thing out.
In my view, the WWE roster can be divided into four groups. Some are easier to place than others, and some that I place may be surprising. But it all has to do with many factors, all of which can be described rather simply.
TYPE I: WWE RECOGNIZES THE TALENT AND PRESENTS THEM ACCORDINGLY RIGHT AWAY. This may be the rarest since WWE has, rightly or wrongly, been thought of as unable to present good talent as they should. EXAMPLES: Finn Balor pre-Summerslam 2016, The Shield pre-breakup, Braun Strowman, Alexa Bliss
TYPE II: WWE RECOGNIZES THE TALENT BUT IT TAKES THEM A WHILE TO PRESENT PROPERLY. Also rare for reasons stated above. EXAMPLES: AJ Styles, The Miz. Samoa Joe may be headed for this as well.
TYPE III: WWE RECOGNIZES THE TALENT BUT CANNOT SEEM TO FIGURE OUT HOW TO PRESENT PROPERLY AT ALL. This is one of the most common. Many of them can still become Type IIs. EXAMPLES: Roman Reigns (how often is his booking the biggest complaint about him? Just because he's had plenty of success doesn't mean he's being presented right), Finn Balor post-Summerslam 2016, Kevin Owens, Cesaro, Seth Rollins, Shinsuke Nakamura, Sasha Banks
TYPE IV: WWE DOES NOT RECOGNIZE THE TALENT AND THUS DOES NOT ATTEMPT TO PRESENT THEM PROPERLY AT ALL. Sadly, this is also way too common. EXAMPLES: Bray Wyatt, The Club, most Cruiserweights, Bayley, Dolph Ziggler, Rusev, Luke Harper
Are there others that belong in certain classes and should some be moved around?

You can put Chad Gable in Tier III right now. I think KO should be Tier II honestly. Sheamus can go in Tier II along with Cesaro as he's gotten a career boost by being with Sheamus.

You can put Chad Gable in Tier III right now. I think KO should be Tier II honestly. Sheamus can go in Tier II along with Cesaro as he's gotten a career boost by being with Sheamus. I think KO started out as a Tier II (beating John Cena, etc) but once he won the Universal Title he slowly slipped into a Tier III and has been stuck there ever since.

The only obvious ones...
TIER V: WWE RECOGNIZES THAT THE TALENT IS OVERRATED BY THE FANBASE, AND THUS USES THEM TO A LEVEL MORE BEFITTING THEIR ACTUAL TALENT (even if the fans don't want to hear it). This is a Your Mileage May Vary one, but sometimes there are some good examples there.
TIER VI: WWE AND THE FANS RECOGNIZE THE TALENT IS NOT VERY GOOD, AND THEY'RE FORGOTTEN ABOUT. (The jobber tier.)
