Not just WWE or even America, but ALL of Wrestling.
I think 1993-1995 and 2003/2004 will be popular choices. Although I actually enjoyed some stuff from both times.

2007, WWE/ TNA were pretty stagnant and that was the year I stopped following ROH on a consistent basis as I didn't care about Morishima as champ.
Of course It's hard to forget what took place on the weekend of June 24th that year which cast a huge black cloud over wrestling as a whole for years after the incident.

How are we defining worst? Creatively or from a business perspective? Creatively, I'd say. Business standpoint wouldn't be as fun since if someone really wanted to they could look up gross incomes of major promotions and give a rough estimate to determine exactly what years were best and worst. Focusing on he creative side may be more fun for debate and discussion.

1994-1995 can't be included because ECW was at it's very best at that point, also WCW 1995 wasn't bad. 2007 is probably correct, I can't remember many good moments out of that year.

I'd say 1990 was pretty brutal, though I will admit I had stopped watching at that point for a while (resumed in early 1992). It was the end of the 80s boom period and the WWF's business with Warrior as champ just fizzled that year, as did WCW with their various fiascoes that cratered a pretty hot 1989 era. Not only was business way down at that point but I'd say creatively things were dire as well. I'd say things did improve for the WWF in 1991 a bit, though WCW was an even bigger train wreck that year with the whole Flair firing debacle. Though WCW did turn it around by the end of 1991, creatively if not financially.

1999: The worst of the Attitude Era. Russo managed to muck up both promotions in a calendar year. In the middle of it Owen Hart dies on ppv. Fortunately the Radicalz and the awesomeness of Rock/HHH along with Kurt Angle made 2000 awesome for WWE. 2007: The Benoit Murders just ruined it for me 2014-Today: I have pretty much lost interest

I know 2007 is an obvious pick, but 2004 is my correct answer.
WWE absolutely sucked. TNA sucked. New Japan was at it's lowest in decades. And ROH was a year away from Joe vs. Kobashi, which put them on the map.
By the end of the year, the top three champions were Triple H, JBL, and Jeff Jarrett. Two of them were notorious politicians, while the third randomly got the belt because SmackDown was putrid.
Think about this.

Seems like 2007 is "objectively" the right answer but for me its about 2005. The rise of Cena just caused me to completely give up on wrestling for 2 years
