So...is any of this actually going to go anywhere?
Because I’m at the point with Hawkins and others where I don’t even care what they do because nothing they do matters in any sort of degree. I can’t even find him entertaining because nothing about that enjoyment will matter.

He is there to lose. He is there to be made to look like an ass. He will get his big win at the expense of some cocky heel.

I'm more curious what was the last WWE match Hawkins actually won.

He is there to lose. He is there to be made to look like an ass. He will get his big win at the expense of some cocky heel. But then that to me brings up two problems. 1) In kayfabe, what has Hawkins done all of a sudden to deserve an emotional montage when he’s been an ass and has no worth in terms of a talent? The fact he was drafted from Smackdown to Raw, still no explaination why he was by the way, makes it less logical. Losing streaks have never, and the key word being NEVER, worked in wrestling. Ever. 2) Non kayfabe sense, he’s probably being paid more than they would some jobber would for taking a loss who’d probably do a better job at making the other person look good for their one off cameo. Same with Kenellis, same with Mahal (before his push), Emma and others. Why have them around to lose all the time? It can’t even be name anymore because you’ve eroded that credibility from the constant losses. It just doesn’t make sense to me.

There's a place for Jobbers/ JTTS in wrestling.
If nothing else there's more of a story/entertainment value than random no-name jobber #48 coming out and getting sqaaushed.
(Also I just realized I was confusing him with Heath Slater, you can tell I haven't watched in a while)

It seems silly but I'm sure he's happier being "losing streak guy" than "random jobber 12"

It can’t even be name anymore because you’ve eroded that credibility from the constant losses. It just doesn’t make sense to me. In non kayfabe, WWE trusts these lower card workers to carry the guys they're pushing to serviceable matches. And the idea that a no-name jobber would "do a better job" at making the other person look good is objective and a bit of a variable. While it doesn't necessarily apply to the guys you've named, in the past, WWE has had lower tier wrestlers who got decent reactions with the crowd, and thus a star could get cheered or booed for beating them. Also, it's good to have these types of guys around. Not everyone gets to be a world champion, so why does the entire roster need to be at that level (especially since WWE are so fixated on Roman Reigns anyway)?
