New Japan World regularly releases free matches, especially ones that fit into what is going on, such as with Power Struggle coming up they show a match from Power Struggle last year or a previous encounter for the next main event. With the Junior Tag Tournament coming up this one certainly fits, but I don't think it was picked at random.... especially with recent events.
