Zack sabre Jr seemed like one of the most celebrated competitors in the cruiserweight classic and went to the semifinals. So why didn't he ever sign? It seems wwe would have wanted to put the guys with a future in the wwe pretty far in the tournament. What gives?

Let's see
a) Stuck in a division that wasn't going to go anywhere until they shoved a charismatic yet not very good tag wrestler as a champion, probably having his weaknesses showcased until someone had a better idea ala Gulak
or
b) Being able to choose your own direction where to go and what promotions to go to, getting into the G1 and having a pinfall victory over Tanahashi as well as a dream match with Ibushi.
It's a hard choice, I'm sure you'll agree.
EDIT: Not that he'd KNOW all that, but he's probably watched enough cruiserweight matches across WWE history to know that.

It's a damn good thing he didn't sign, him joining Suzuki-gun is the best thing that could've happened to him. His finally showing a real edge in the ring, rather then just going through the motions like so many people were complaining about in the CWC

Sabre is getting so much better this year.
He is actually finding himself leaving behind the "tribute to old English wrestling" persona.
The match with Negro Navarro is magic.

He probably saw his limitations in the tournament, and like Juice, wanted to invest in himself further and hopefully come in with more security down the line, if/when it was a better fit for him.

Because he can be a star anywhere in the world. WWE wanted to pigeonhole him into the Cruiserweight division.

I mean, on one hand, fair play to anybody who wants that paycheck. But on the other hand, Robert Deniro probably made more money for Meet the Fockers than he did for Taxi Driver. And I know which one of those I'd rather watch. Spoiler: It's Taxi Driver.

Also remember that, honestly, he didn't do that well in the CWC.
Something about him didn't translate well and he was plain boring, Jack Gallagher blew him out of the water in every category.
If he'd signed then, he'd have been dead in the water now, one of the lower cruiserweights with Noam Dar and Tony Nese.
I haven't followed him much since, but if he's taken note of where he needed to improve and worked on it, fantastic for him.

As a huge ZSJ fan, I agree. He did real good to great matches in the indies, but for whatever reason, he just didn't click in the CWC until Gran Metalik. And at that point a lot of people lost interest in him. He's far better off right now in PWG/New Japan/Evolve.

Smart guy. Used WWE to get his name a bit bigger and still continued to do his own thing. He got name promotion and money out of having only a few matches he had to work that WWE aired a good distance apart. WWE used he and Ibushi to add indy cred to the tournament. Everyone won.

Mostly because his style just wasn't clicking at ALL in the CWC.
He wasn't going to get anywhere in WWE with what he was doing, especially since you do the same thing every match in WWE with little to no variation (even when it's not getting over).
Other places, he'd be able to (and have to) evolve his act.

I don't think he would be where he should be on card placement. Nobody from that tournament is getting much use or have gotten focus. I mean look at the champions they have had since, TJP, then it went to Kendrick who was in the WWE before. Neville Main roster guy who now since quit. Than Enzo a little to no in ring talent who was not in the tournament. And former US champion Kalisto who another WWE guy. Where would Zach fallen? Likely just a background guy in the Crusierweight division being wasted.
