Peaked in mid-99...hit his ceiling, especially when you started pairing him with more people that could actually work I just remember getting annoyed that every time Bagwell hit the Double-Arm DDT, Scott Hudson would get all "JUST LIKE KENTA KOBASHI!"

And honestly the only thing he had was a great look because other than that he flat out sucked.

Buff Bagwell just wrestled in New Zealand in front of 600 people and seemed to be quite the hit. He worked a tag match which I believe he won and wrestled in Sydney, Australia a few days earlier in the main event. Seemed to draw a decent crowd. He could have been a decent IC level guy. He had charisma and was passable in the ring, but a TOP guy? No, there was a looooooong line of talent ahead of him for that spot. Sure, if we're talking 97-98 there was but he was around until the very end. I think if WCW lives Bagwell is probably the second top baby face and would get at least a short reign or two with the World Heavyweight Title.

You can put a belt on anybody and call them a champion. So, if that's what you mean, yes, he could have worn a title belt.
Was he ever going to be a top drawing card? No. It's easy to say he would, but can you tell me what he was ever going to do to be a big drawing card?

Upper midcard on his best day with an occasional World Title match He plateaus as a IC/US title holder When some people say he was underrated/underused, what they mean is that WCW couldn't even allow him to get to that level you described.
