So in two weeks, the company completely changed it's card with two major booking changes before one of its major PPV's.
Their two biggest belts (arguably) both changed hands to completely change the company's 3rd biggest PPV of the year.
Was this based on panic?

I think with Charlotte, they probably always had this in mind and were just waiting for her hometown.
Now AJ? Yeah, that was a definite case of them not wanting a turd of a match on this otherwise stacked PPV. Wouldn't surprise me at all if Heyman's promo on Jinder actually made Vince realize that he was out of his depth with Lesnar.

They set Jinder/Brock before the third quarter report came in, which showed that the numbers in the "Far East" region had held the same or maybe even gone down a tiny bit. Jinder can he was "not an experiment" as much as he'd like, but within a week and a half of the numbers being posted and them seeing that he wasn't moving the needle in India, they moved the belt over to AJ even with the India tour coming up.

I think it's a very safe bet that the horrible Halloween rating was a big part of the move. Holiday or not I doubt it's a coincidence that SmackDown fell that hard and the day that news came out they just suddenly announced the match where AJ ended up winning the belt.

They made it clear when they originally "booked" the matches on TV that the champions might change before Survivor Series.

To be honest, I've kinda liked it.
When was the last time you really needed to watch every show in order to keep up? 99% of the time it's been "2 guys are feuding, promos/interfering in matches happens, then the PPV happens".
These last few weeks with matches changing, titles changing hands, invasions, there's been something of significance on every show.

The WWE Title change was probably based on a bit of panic, at least about not wanting to waste a big Brock main event appearance on Jinder.
The Women's Title change probably had more to do with needing a face to play off of Alexa.

I wanna believe Brock had something in his clause where he gets to change his opponent at any PPV if he doesn't like them, and since he wanted to hinder Jinder they had to strip him of the title and give it to AJ to appease the Beast

If you want to put blame on Road Dogg for the execution of some things fine but Vince decides who gets pushed, who the champions are and the general direction of the show.

It’s from a questionable source, but I wouldn’t be too surprised if it was true.
