The better wrestler is Daniel Bryan. The better performer is HBK.

Both are great, but Shawn is the most well rounded performer we've I would rank him in the top 10 with just the Savage's, Bret's, Austin's, Angle's and Jericho's of the world being ranked higher.

I like Daniel Bryan more. I think HBK could be inconsistent. When he was great, he was really great, and while even his mediocre was still usually good, it was a big drop off. That, and I admit, I found some of his late career kinda obnoxious, mostly when he decided 90 percent of his offense should be knife edged chops.
Chop, chop, chop, Manhatten drop, 56 more chops, sell the back, forearm with kip up because he decided he was done selling, chop chop, scoop slam, elbow, Sweet Chin Music. There, you know how most of his TV matches went by then.

At his peak I enjoyed Bryan way more than I ever enjoyed Michaels. Never really entirely got the appeal with him.

I loved Bryan as an indy worker and then loved how he developed as a WWE guy after team Hell No.
Not in the same realm as an all round entertainer as Shawn though. Bryan probably has him beat in ring, pure technique wise, although it's close but I feel Shawn's character work in matches outstrips Bryan by a significant amount.

I've always hated Shawn, as he was a dickhead of epic proportions in the 90's. But I'd say he's ahead of Bryan. Bryan was probably a better worker in the indies than HBK was in his long prime. But HBK did it on the bigger stage, did it for longer, did it in a more restrictive environment, had more mic skills, etc. Bryan's work isn't that much better than Shawn's to the point that it makes up for the other areas. And Bryan shut me up, because I didn't think he'd make it big in WWE. It took him a little while to find his footing, but he exploded as a guy who got over with the crowd both in the ring and on the mic.
No shame in being slightly below HBK. He's one of the greats of all time.

Bryan is more compelling and easier to get behind than Shawn. He's also more technically gifted.

HBK just edges him out for me. Why? He wrestled a hell of a lot safer, whilst never being boring.
Bryan was great, but sometimes felt like he had to almost kill himself to get results, which sadly ended his career.

For me, the biggest example is Michaels vs. Hogan at SummerSlam. Yeah, Hogan was being a twat. Yeah, it's hilarious in hindisght. But to be fair, it was also crazy unprofessional. Bryan never would have done that.

History has not been kind to Shawn Michaels's legacy. Talented as hell, but he was inconsistent in his efforts and was far too prone to petulant fits of pique which left titles vacant and forced adjustments to the booking far too often. His second run, while better in many respects, left the questions about his first run largely unanswered and his legacy still under some debate.
Daniel Bryan, on the other hand, has been consistently professional, consistent in his efforts and development, and just a rock-solid asset to the business, in addition to his talents.
