We already pretty much have a contingency plan should they not get around to that. The Nextwave FFF was pretty way out of character, and the story itself made reference to him being borne out radiation, which is not the case with the true FFF. So basically the FFF seen in Nextwave was one of HATE's genetically engineered WMDs.
And if that doesn't work, this IS Fin Fan Friggin' Foom, after all. He's survived a nuclear explosion before, as well as Thor killing him and using his skull as a trophy.

A race of ancient Chinese dragons, and when one is killed, another rises up to take it's place? *glances over to the stack of comics he hasn't read yet, seeing "Uncle Sam and the Freedom Fighters"* Maybe Fin Fang Foom is the Chinese version of Uncle Sam, borne from the subconscious of the Chinese people as their protector? Maybe it's just way too late for me to be up...
