Believe it or not, Based on the "lowering of the bar" with the likes of Godfather, Rikishi, and others, I'm going to say Santino Marella. Very memorable act who actually had multiple mid card title reigns.

Definitely Finlay. Had a very successful career before even going to WCW, then had a solid mid card career in WWE. Add that to his role in training several female wrestlers and he’s more than deserving.

Guys like Daniel Bryan, Sheamus, Kofi Kingston, Dolph Ziggler, Alberto Del Rio, Jack Swagger, Cody Rhodes, and Zack Ryder were starting to win championships towards the end of that period.
I guess we should mention Brock Lesnar since he was there in 2004.
Bobby Lashley's WWE run was too short, but if he returns, it will probably bring him to that level.

John Cena, Randy Orton, Batista, CM Punk, Daniel Bryan (he started in 2010 or 2011 if I recall correctly), Miz and Santino are all locks for sure. Sheamus is a pretty good dark horse pick as well.
