Is it a USA Network decision? I sort of understood overrunning when RAW was a 2 hour show. But a 3 hour show? There's no excuse why that extra 10-12 minutes over the third hour is needed!

It's a USA decision. They want the ratings for Raw to bleed into what follows, to prop that show up, so they can brag to advertisers about the ratings.
