The thing about the WrestleMania 3 match was that Andre served as Hogan's ultimate boss fight. He was the final obstacle in proving that Hogan was the greatest champion of all time. From what I understand house show business dropped after WM3 because after taking out Andre, nobody was all that interested in seeing Hogan plow through Harley Race and Butch Reed. The only thing the WWF could think of was to take the title off Hogan and try it on someone else.
To do that match so early in Hogan's title reign would've just left Hogan with no place to go afterwards.

Yeah after Mania he was wrestling Race, Bundy, Gang, and Khan.
Now the Khan feud did some decent business

By that time Hogan was already set They did Hulk/Andre multiple times in 81/82 before that. They were actually better matches than 87/88 matches because Andre could actually move about

The timing would have been bad, as it was too early in Hulk' s reign but the match would have been much better.
