I know supposedly Hogan stopped taking steroids in that era which resulted in a flattening out of his physique.
But there sure was something else with his overall look and presentation. Big dark eyebrows, the hair seemed finer and longer. His overall Hogan graphics and attire were pitiful in wcw. How did such a dramatic shift happen and why did no one take note and fix it? It was hard to take Hogan seriously in this era partly due to that change.

Yeah, the red and yellow attire in WCW always bugged me. Looked cheaper, and less vibrant. He always looked kinda lanky around 94 and 95. He's around 6'5 I believe and really benefitted from his extra muscle bulk in the 80s. Without that he looks a bit scrawny.

The first time I really noticed him looking different was WrestleMania 8, but that was just the beginning. It seemed like the more hair he lost, the longer he grew it. His WCW attire was not great, but I think the main thing that lacked was Hulk's passion. I think he had been coasting since he lost the belt at WM6 and by the time he was in WCW, he was just going through the motions. No passion or intensity, just a deflated old has-been trying to do his best Hulk Hogan impression.

If I were to venture a few guesses:
-The loss of muscle bulk is the key factor; in his Roidy McGoo heyday Hogan usually looked like he was bursting out of his ripped t-shirt, whereas by '93 it looked a touch puffy on him. As said above, he's a tall and big dude, but his height made it easier to see him as kind of lanky looking compared with how huge he was before.
-Agreed that his eyebrows really stand out around that time, that always struck me as a bit odd but was likely due to his brow not protruding forward like it did in the 80s.
-Yeah, the font and graphic designs he used in WCW were off, too; a lot of what he'd use in WWF was bold and blocky looking. For lack of a better term, it made him seem more, I don't know, grounded? The shredded looking font in WCW seemed more loose and oddly artificial.
-Weird factor? By the time he got to WCW it was noticeable that he was wearing fuzzy yellow wristbands. I don't know why this sticks out so much to me, but it does.

Totally agree with him looking taller.
Hulk attracted me to wrestling and by the time he lost to Warrior, I stuckxaround a bit, but was dropping out a few months later

Those fuzzy yellow wristbands bothered me too. I remember thinking "nah he should have white tape around his wrists" and just really letting it bother me.

Hogan looked to lose a good 20 pounds of bulk. I think the easy answer is stopped doing roids.

I always attributed the difference in his physical appearance to him being more involved in movies & TV and not dedicating as much time to working out.

It was weird. There was no tone, definition or bulk. Just a mass of orange.
Same with Warrior in 1992.
I get going off steroids but to not even retain anything? Is muscle memory even a thing?

The combination of coming off steroids and hitting 40 will wreck anyone's body. I also agree about his WCW merch, even the shade of yellow seemed off, a bit more neon which made it look cheaper.
